What is... oh.
Just have to say it; the freckle on that hand is visually bugging me. Because of the black and white style, it contrasts strongly with the skin and draws attention to itself. Personally, I'd either lower the contrast in that region, or more likely clone tool that freckle out. Noting against freckles; it's just in the wrong place at the wrong time.

Health and Aid WorldWide
The glow effect seems just a tiny bit too strong. Also, you many want to consider moving "WorldWide" up a bit closer to "Health and Aid." It feels too separate from it, and is too close to the motto directly beneath.

AC Logo
Why gray? It's too muted, and somewhat depressing since it reminds me of the photos because it's gray. I'd go with white, or the orange in the "Direct Relief Foundation" logo above it.

Where & When
It's off center, apparently by design. Considering that all of the other text in that region is centered, it breaks the flow.
1. Center it.
2. Reduce the line spacing so it's more tied together.
3. ???
4. Profit.

Red Header
The thing about headers is that they frequently have a footer with them, because it simply works well. I see why you didn't do that; the logo section in the bottom-right wouldn't flow well... unless you adjusted the picture above it so that the footer flows into the logo section. That may be more work than it's worth though, and I'm not sure it would come out better.
However! That header is too gosh darn big, and complete empty. Recommend reducing it by 1/3-1/2 and leaving it at that.

Overall
I like it, in spite of the criticism. It has a good general appearance, the color scheme works and the pictures were good choices. Well done.
